I assume you have Windows XP or at least another version of Windows.
Here is what to do:
- Right-click on an empty spot of your desktop (the location where your icons are)
- choose properties
- Select the 2nd tab above next to "Themes", which should be "Desktop". Here you can select a background image.
- Click "Browse" and seek the image
- Click "Open"
- Now click "Apply"
- Click "OK" and the screen will close.

Open the photo in Windows own image viewer, then right-click on the image and select "Set as Desktop Background",
If that doen't work, what o/s and photo apps are you using?

I had the same problem but then somehow I found out I was doing it the wrong way!
You right-click the image/photo and the click Set As Desktop Backround...
:D

1) Right click on the desktop.
2) Click 'Properties'.
