Evil is evil.
What you are comparing is the level of power each has to enact their desires. Just because one person has more power than another and can therefore exact a higher headcount, doesn't mean that he's more evil. Are either of them more evil than Charles Manson or that BTK guy? If either of them had more power, would they have resisted the urge to use it to kill more people? If Bin Laden, Manson or the BTK guy had the German military at his command during WWII would he have killed fewer people than Hitler? I doubt it.
