Depends on what you want the website for.
If its for personal things then geocities is fairly relaiable and not to bad for novices but like most free website it has adverts to cover costs.
If its for something that needs to look a bit more official you could always ask me nicely and I don't have adverts.
Would be more help but I could do with a abit more information on what you want to use the website for as different people give different services.

I guess Yahoo Geocities has a free version, but it has a lot of banner ads on it.

All u need is to learn the basics of html, notepad, and an id to geocities.
