Yes, Prince Hall Masons are legitimate Masons and most states in the US recognize them as such. But each state has its own Grand Lodge and each state with Prince Hall Masons has its own Prince Hall Grand Lodge and that means that 50 F&AM Grand Lodges must each independently act to recognize 40 or so Prince Hall Grand Lodges and vice versa. I am in the Grand Lodge of Utah and we recognize the Colorado Prince Hall Grand Lodge and they recognize us. We have extended invitations to about a half dozen other Prince Hall Grand Lodges in this area and if they reciprocate then we will recognize them as well. It is a complicated process since each state's Grand Lodge (both F&AM and Prince Hall) is completely independent from every other state's Grand Lodge.
Of course, this whole answer assumes that "PHO" is an abbreviation for Prince Hall Masons. If not, then only part of my answer is relevant.
And as a note to a previous poster, most Grand Lodges don't make a distinction between F&AM and AF&AM. The Grand Lodge of Utah was founded as AF&AM, but one of the early Grand Masters just switched it to F&AM. It was mostly a cosmetic change as is typical in the United States. Idaho's Grand Lodge is AF&AM, but Utah and Idaho recognize each other without any problems.

No. Prince Hall Original (PHO) are irregular, and are not entitled to Masonic (AFAM or FAM) fellowship. Prince Hall Affiliated (PHA) are and have been invited to many Masonic Lodges as guests, and vice versa.

Under the National chapter they are, but some states depending on their charter may consider them a clandestine lodge. This I think is simply due to them being F&A.M. not A.F. & A.M. :D
