Aside from the fact that Tony Blair is not constitutionally eligible to be president, even if he were to benefit from some constitutional amendment, he still probably wouldn't get elected.
People forget that Blair is actually in the more liberal Labour party and would probably be a Democrat, not a Republican in America. Republicans are the major admirers of Blair in America, but many Republicans would not like much of Blair's support for a state-rn economy and would find little common ground outside of foreign policy.

Tony Blair has promised to step down sometime this year and allow Gordon Brown to become Prime Minister of the UK.
As for USA? He needs to be born in the USA to be President.
