This sounds like one of the many resistors pretending to be chips that they sell on eBay. While I suppose one of those could give you a little power if you carefully selected the right resistance using a bunch of dyno tuning, you can bet that none of the guys selling those modules on eBay has ever done the sort of tuning necessary to make sure one of them works.
