This will delete all your restore points. You will have to establish a new restore point after you do this.
Click on Start > Programs > Accessories > System Tools > System Restore > System Restore Settings (in the left panel)
Put a check mark in the box titled Turn Off System Restore
Click Apply > OK
Close the System Restore window.
Reboot the PC
To invoke the System Restore function follow the above process and simply put a check mark in the box to Turn On System Restore and then create a new Restore point.

If this is what it sounds like, you've got an over-full hard drive. To the point that Disk Cleanup, even Add or Remove Programs will not function, simply because you need SOME space on your hard drive even to delete files.
If this is the case, you'll have to select a few other files to delete first. You may try opening your web browser and clearing the cookies, temporary files, and history first.

if you want to have some more place, go to "windows", then "temp" catalog. you can delete all stuff from this folder
