Yes. In TOEFL there is no penalty for a wrong answer.

In most standardized tests an unanswered question is scored as wrong; so you're better off taking an educated guess - you have a 20-25% chance of getting it right, rather than 100% chance of getting it wrong if unanswered.

If I'm uncertain, I usually skip those questions and then go back to them. Sometimes questions that appear later in the test can give me information that helps me answer those questions I'm not confident of.
