what would prevent them from voting themselves larger pay raises?

In fact, nothing. They vote themselves pay raises all the time. They just voted themselves one of the largest in history recently. In case you didn't know it, they also make that pay for LIFE!! They don't collect social security or retirement benefits like the rest of us do. That's why they're in no hurry to reform social security or health care. It's something each of them is provided as soon as they're elected.

Makes you think, doesn't it!?!?

Nothing, they do it all the time. However, when they vote in a pay raise, the pay raise doesn't come into effect until after the next election, so they MIGHT be voting their own pay raise, or they they might be voting in the pay raise of someone who beats them in the next election.

P.S. they do not give themselves pay raises they just refuse to stop the automatic payraises when they come around.
