If it's a two chair shop, probably the other barber. If there's only one barber, he pretty obviously shaves himself. If it's a woman, the point is moot.
One note; if you go to a shop with multiple barbers, always choose the one with the worst haircut. Considering they cut each others hair, one of the others cut his and you take a chance on the bad barber cutting yours.

Perhaps he doesn't grow a beard. Must be some Native American ancestry in there somewhere. But I like the answerers who said his wife, who is also a barber and/or hairstylist, shaves him.
