Well, not only does Rowan Atkinson possess more intelligence when he is not in character, but as Mr. Bean he certainly would do a better job than the clown who is currently besmearing the White House.
It would also be a lot funnier. And i mean funny as in uplifting and not the dark, mortal type of funny that the Bush junta bestows on us.
