Sounds like a video driver problem- first you'll need to exit the game (Ctrl-Alt-Del and end task if you can't find the exit command)
Right-click on your desktop and check your video card properties? What does it say about your video adapter? I'm guessing it might not meet the minimum requirements for Fear.
If your video card meets the minimum, next step would be upgrading the video drivers to the latest version (check the ATI or Nvidia website depending upon which you've got)

Try lowering your resolution.
Right click desktop>Properties and select a lower screen resolution.
