it is a position within government where you will have access to classified documentation. i.e. the country would have trusted you by putting you in that position.
thus you usually need to be cleared which is basically checking your background to see if you are suitable for the position

Much like the Secret Service or a bodyguard situation... you have to be trusted to protect or to visit.
