Every car should have a dimmer switch located next to, or near the headlight switch(es). If you've tried adjusting that already then you have a problem with either the bulbs, wiring, or the dimmer switch itself. I've had a switch break one of my cars before. It wouldn't adjust anymore. Check and make sure the dimmer switch itself is still operable. then check the bulbs and the wiring. The wiring you'll need to test with a voltage meter or one of those wire testing screwdrivers that has a light on the end. If you're going to use one of those, the brighter the glow, the more current is running through the wire. If you have a dim or no glow from the tester, that means you have a problem with either the wiring itself or something is impeding the flow to the wire.

Some of the mid 90's Mustangs had problems with the small bulbs inside the instrument cluster blowing out. If only a couple blow, the others will still shine giving the look of a dim dash. If you remove the cluster, the bulbs are right on the back of it.

You know, I believe they circle the problem for you. Yeah, I'm pretty sure that it is a blue and white circle...
Sorry, I couldn't help myself. Maybe try other bulbs in there and see if it fixes the problem.
If it comes down to it, call a Ford dealer and ask. They will never know who you are.

check if the bulbs are busted, if yes, replace the busted bulbs. what i did to my dashboard was dismantled the gauge cluster and wipe the inside of the glass cover, Voila! brighter as ever.

Just check your fuses, but If you haven't found a dial or switch for dimming or brightening your lights then look harder because it's there..
