Help...is this a virus? something I removed?

It's a Windows bug; Windows tries to start something in a directory with spaces in the directory. The bug is activated if it wants to start some file which does not exist.

Repair it via:
Start / run / regedit.
1.
Do a search on: 'runonce'.
Go to 'run' (if present, closely above the runonce findings).
Add quotes (" ") on all run items.
Goto 1 until no more instances of runonce are found.
Reboot.

Alternatively, start / run / msconfig.exe, goto startup, disable all items (to check if that helps), you can always re-enable them.

BTW, since MS killed the 8.3 file names, there are thousands of extra bugs, because the implementation of the long file names is REALLY sloppy.

why don't you google and find out. Sounds like it might be a system folder that makes your computer work.

i think its not a virus.delete only that file which causing problem. if
any problem arise after deleting, then only option is to reinstall windows.
