I wouldn't allow children to drop out of school, would make them pass tests before they could graduate, incarcerate parents who did not force children to go to school, make college affordable for everyone, take away tenior from teachers and make them do their jobs, make sure teachers had master's degrees in the subjects they are teaching, and of course make sure sex education was taught in our schools.
Would also offer free birth control to everyone and force people who have their children taken away from them (or who get behind in child support) to have their tubes tied or get vasectomies. Make people on welfare get some sort of job or get training to be able to have a trade. The states could create jobs for these people. If you get welfare you must have a high school diploma.
Stop SSI for asthma, ADD, ADHD, and all other "disabilities" that money won't help. If they need medicine, give them medicine, not money.
Make healthcare affordable for everyone, not just the poor and the rich.
Do a flat tax so that every individual pays the same amount percentage wise that everyone else does. This way the rich pays the same as the middle class instead of the middle class paying more than the rich.
End lobbying on Capitol Hill.

I love the ban smoking idea by the way...
but I would end wealth re-distribution programs at the federal level. Social security, welfare, etc. The federal government should only be concerned with Defense, Security, and Borders. Leave the rest to the states and private institutions.
