Active your "Read Receipt" and "Delivery Receipt" in Outlook.
However this is not a guarantee that is has been sent. Some mail servers do not support this protocol and might not return a Delivery Receipt. Also, some clients such as Outlook ask the users if they want to send a Read Receipt or not. If the user refuses, you'll never know...

You can send it with the "return receipt" attribute set. Most email clients have a simple button that you can click on to request one.
If you are using outlook look under the "options" toolbar. You can set both a "return receipt" and a "read receipt".

When you send the email, include the "Read Receipt" option - it will email you back when the user opens your email.
