Avoid blue bulbs - they put out less light (after all, the filter works by removing much of the light that isn't blue) and make for more glare. Instead, I would recommend installing a set of driving lights and maybe a set of fog lights too. The best way to wire it up is to set it up so you can only use the driving lights when the high beams are on and the foglights when the low beams are on. This is because driving lights are meant to light up the road far ahead, while fog lights are for feeling your way through bad weather that just seems to swallow your headlight beams.

Option 1 get new bulb
option 2 change bulb to brighter one (requires some electrical modification and money (cost you more if you get HID)
option 3 change the headlight set, old cars the headlight glasses gets darker as they get old
option 4 put addtional lights (fog lights)

Buy white bulbs, not blue, use relays not direct, use rally bulbs, 140x100. I use 180 x140 super white rally only, fed through giant relays. If you don't use big wire and good relays, you will be in the dark. The best spots are KC day-lighters, from USA, the clear glass ones, shine over 1500 meters and permanently blind those morons who think not to dip their lights.
