A permanent dipole refers to a molecule containing two atoms with very different electronegativities. The electrons migrate towards the more electronegative atom and that side of the molecule become negatively charged as a direct consequence of the molecular structure. It is in contrast to instantaneous and induced dipoles in molecules.

Whenever in a given Stable compound,the centres of the positive ion and that of the negative ion donot coincide then the molecule shows bond polarity. This molecule being stable, the bond polarity is permanent. Such a molecule is said to have a permanent dipole moment. This happens when two unlike atoms combine OR the two combining atoms have large electronegativity value.

Permanent dipole moment is when a molecule has 2 sides with opposite charges naturally (think magnets). Induced dipole is a dipole made when the molecule enters an electic field (think paperclips that stick together when you get them close to a magnet).

H2O molecule has perm dipole moment. You'd think the molecule looks like H-O-H but its actually in the shape of V with O at apex and H atoms at tips. O atoms devlps some neg charge and H are somewhat positive thus the molecule is not entirely neutral but 'dipolar'
