I believe it is George I. He was a Hanoverian German and never bothered to learn it. Of course, this is assuming you mean speaking a form of English we would recognize since the Anglo-Saxon kings spoke a dialect that was closer to Dutch than modern English and the Norman kings spoke French through most of the Middle Ages.

There were several. Whomever conquered England and ended up on the throne spoke the language of their native country, there were kings from Scandinavia, France and Germany. So there were several who did not speak English.
