DHCP does a lot more than just assign IP's. It automatically configures TCP/IP settings for any DHCP client. For example, a DHCP server may assing an IP Address, Default Gateway, DN Servers, Domain, WINS Servers, Alternate Gateways, advanced routes, etc...

Configuring it varies depening on what platform you're talking about. Your basic home router also has a DHCP server that may be used and these are usually watered down versions of a Windows or Linux DHCP server.

Dynamic Host Configuration Protocol. Assigns IP addresses automatically on a network, without an admin needing to set up each PC manually.

If you don't know what it is or what it does why would you want to configure it though?

DHCP is also a component of network routers. You can adjust the setting in the router admin screen to control the range of ip's assigned to various computers and network devices. You can also assigned specific addresses to control the variability of the ip address assignments.
