The University of Michigan is better than any university in Texas. It is one of the top universities in the US and the world.

When you consider a College, do not look into the state or place they are. Consider what you want to do: Medical, electronics, physics, history, etc. And then check if the college is good at what you like and what you want. Also check if there is people doing interesting things in the knowledge area you like. So if it is history, for instance, are the teachers/professors writing history books. If it is physics or biology, are they writing articles or publishing. If it is engineering or business, do they have connections with industry and so on. No college will be excellent in everything but each one will be good at somethings. So choose from that perspective.
