As i rememner it was in 1998 when France defeat Paraguay in eights final with a golden goal. Loranh Blan was that man who scored on 133th minute

The Golden Goal was introduced in 1993 by FIFA but it wasn't until France 1998 that it was allowed in a World Cup.
The first player to score a Golden Goal in World Cup history was the Frenchman Laurent Blanc to defeat Paraguay in the round of 16.
After complaints and noticing that this rule made teams more defensive instead of more offensive, the Golden Goal rule was eliminated in February 2004.
