Europe is made up of 46 countries altogether, 25 of them belong to the European Union (E.U.) and another 5 are applying to join leaving 16 outside of the E.U. All 46 countries would come under the term pan-European.
The site below has a list of the 46 countries and their flags, separated into the categories;

Unlike most people I would like to see this happen, the only way for Europe to progress is as a one country, all the separate nations cannot compete against China and Japan. Unfortunately the political landscape is too divided for the present and the only way this to happen is through war, whether someone tries to assimilate other European nations into one (like WWII, which turned out, well I think most people know) or else to unite to a common threat, like Iran or if China ever gets the balls to attack. A few days ago a EU politician (I think it was Berlisconi??) compared the EU to an empire, hopefully someday it might rule the world once again. On the point that Europeans would lose their identity, out of all the wars in the past and all the brutality we still have our heritage and I don't think anything could take that away to the truly loyal. I do hope that by the end of the 2030's we can have achieved a united Europe and I understand the fears others have about losing their independance, however if a United EU means at the cost of internal war, no aim, no matter how exemplary and good intentioned is worth that price.

It's highliy unlikely that many countries with different languages, different cultures and different heritage will ever become one. They certainly won't just drift together. Apart from anything else, we hate the French and everybody hates the British!
