You have to learn HTML and _javascript ( easy turtorials at http://www.w3schools.com ). Then you need a webhost and a domain. For host you can use Doteasy http://www.doteasy.com/ and for domain you can use .tk http://www.dot.tk/en/index.html there are totally free.

there are several sites that offer free websites. You can search them on google, register and start your own webpage. But, with free websites you cannot have an unique domain name like 'www.yourname.com', instear there will be long links like 'www.freewebpageprovider.com/yourname'.
So, if you are not bothered about lengtlhy URL, I suggest you to create a webpage at http://www.googlepages.com or http://www.piczo.com Its the best and easy to develop free and fast webpages. The URL will be like 'www.googlepages.com/yourname'

I think that AOL has the only free website... I am assuming that this is for YOU.. that is.. YOU want to establish a website.. the others... Yahoo! charges a small fee but not much
