The answer is 21.

First, deduct 24 from 160. This leaves 136 surveys with the 3 responses.

136 = (75+76+78) - (34+41+39) - [The answer you are looking for]

After shifting the equation, you will get:

The answer = (75+76+78) - (34+41+39) - 136
= 229 - 114 - 136
= 21
