There's this channel, here in Arizona, in which a program called "Unsolved Mysteries" will help people find loved-ones... I dont even think there's a "fee"... I see families, that were seperated at really young ages, go to them, to find their family members, (like they were adopted out, & all seperated, at young ages)... But, I've also seen "Old" people do the same, because, of coming from other countries, and somehow getting seperated, and so on... Depending on when this happened, in some states, now, its "Illegal" for the other parent to take the child away, like that.. And then they end-up, on the news, its called an "Amber-Alert" whether its an abduction, from a stranger, or a natural father, or Mother takes them, without the other parents consent.. If I were him,, I'd call the non-emergency, police, and ask them what legal rights he has, and go from there... Good-Luck, to you...And to your friend..

This must be tough. My heart goes out to your friend. Was he present when his daughter was born? He can search through social security records. The mothers family or friends. A great way to find people are through private detectives. Call schools that would be in her age group now and ask if she's enrolled there.
Try contacting social service in your area, maybe they will have better advice. Best Wishes and God bless!
