It is very complex and time consuming to calculate a birth chart by hand. I had a book on it a decade ago, but now there is a lot of software to make it easy. Unless you predict a future world without electricity, just use the software.
The birthtime and place is extremely important to know the proper houses. This important so that you know the ascendant and that the aspects between the planets and angles are accurate.

I can do it if I have all of the books I need at hand. Basic is a big delineator that tells what all of the plantary positions, aspects (angles between planets, etc.), etc. mean. One needs ephemerides that show positions of all planets for given times. One can buy them for a year, a decade or a century. A Table of Houses is also needed. Keep a calculator at hand. I must know the exact time, date and place of birth. Ephemerides give positions in Greenwich Time, so I must convert it to local time where one is born. I buy charts pre-printed and fill in the planets on them for each person. There are 12 houses that control various areas of one's life. The planets in these houses and their aspects to them tell us much. The aspects of the planets to each other are important too. The ascendant or rising sign controls appearance. The descending sign and mid-heaven also have influences. All of tthis takes much time to do.
