He needs to see a doctor about this so it can be repaired correctly. In the mean time he should use more lubricant or better yet be sure to use a condom anytime he has sex or masturbates.

Umm, stop having sex so much? At least until the frenulum heals, and keep it clean. Or possibly use some lube or don't be so rough during sex. The frenulum is supposed to be really sensitive and a good thing for sex, but it can be removed if it causes too much trouble.
