If you have been earning money, such as retirement, social security or any monies from the US, you would own back taxes for 22 years. If you left a forwarding address when you first left the States, would not necessarily mean that you did not receive mail from the US Treasury Department or Internal Revenue Service. The mail they send telling you that you've been audited and owe taxes, could happen 2-3 years after your move, and you did not receive the mail. Do you know what I'm trying to say?
I would leave this matter alone unless you are coming back to the US. Because, if you do return and the first time you would file a 1040, you are caught. It would take approximately 6-8 months before you will receive your first letter, telling you that after numerous times of contacting you, you have refused to pay the amount owed, etc., etc., etc. Then, you have 30 days in which to answer, before having a tax levy put against your bank account. Then, you call IRS and get an Agent who then reiterates the fact that you owe X amount of back taxes, plus 8%+ interest for all those years. This will amount to quite a tidy sum of money you owe. Like most folks, you probably wouldn't have the amount that you owe, so they go ahead and levy your retirement, social security, etc. for 15% monthly. The Agent will probably tell you that they can take up to 50% of your monthly income. Then every month in your mailbox, you receive a letter from the US Treasury Department, telling you how much they have taken out, and in accordance with Law, they must inform you every month.
Now, if this isn't enough information to convince you to either stay where you are, or upon returning to the US, do not ever, ever file again. The instant you do surface, it sends up a 'red flag'. Believe me, you don't want to mess around with these folks.

Not a lawyer, but if you if you have lived outside the States for more than five years, you are considered an expatriate, meaning you are no longer a U.S. Citizen and subject to U.S. income taxes.

I certainly could be wrong but I don't think your income would be taxable unless you work for a branch of an American company located outside the US.

Unless you are in the arm forces, you don't have to pay taxes if you don't work in the US. Don't expect any social security benefits if you are ever to come back though.

keep quiet or your going to jail for a long time.Alot of tax penalties are added on and you won't be able to pay all that money you owe in this life time.
