time and cost of materials are the reasons i want to go over the exsisting shingles. currently, there is a single layer of three tab shingles on the roof. i have inspected the underside from the attic, there are no leaks.

Yes it can be done. You will need to lay 30# felt over the existing 3 tab shingles and use longer nails to fasten the new shingles. Do not use 15# felt as the extra weight of the 30# felt makes for a better surface for the new shingles.

Sure. You will want to do a full rip-off of all the layers in twenty years when you need new shingles, since the roof load becomes too heavy with three layers.

there's several schools of thought on this. You can usually do 3 shingle/overs before you have to strip them all off. Not stripping the bottom layer off isn't optimal, but it is okay. Good luck.

You must make sure your present shingles have not curled up on the edges. If they are laying flat it will look fine.

yes you can unless stated in contract different for your state. the reason for tear off is rotten decking. most state 3 roofs are permitted, trim over hang back to wood "IF" your going to put new metal drip edge .
