india's not dumb..
my theory is, the more west u go, the thicker you get!!!! e.g., chinese, indians and japanese r meana be the brainiest students...
then u reach mid-east.. they'r ok.. u reach greece, ok... u reach austria.. they start gettin thick n racist n ignorant...
and the trend continues to UK.. where almost everyone local's doin sh*t or no jobs... they need foreign brains (in the form of doctors, engineers etc - those who oppose, get the stats first coz i have)/... AND they have blair to automate power even though they're a "democracy"...
and then u get to the US of A.. the STUPIDEST of them all!!! they go a step worse then blair.. they take BUSH! not once, TWICE! and for all u know he'll be taken a third time......! lol!!!!

Canada??? HA!!! Mexico is the Dumbest Country in the world! The consistantly have the lowest education scores around.

well I guess we can eliminate countries with free or subsidised education and high literacy rates... so it's not anywhere in Scandanavia, or Australia, New Zealand, etc etc etc.
I'd have to say the country with a DUMB leader would be the DUMBEST, and sorry to say it but old 'Dubya is pretty high on the DUMB leaders list!!!!

No country is dumb. The patriotism for the citizens is a relative thing that's why other people think that the specific country is dumb. But no country is dumb at it's own rules of culture.

Sealand is rather dumb, as it's founded on 1 principal but otherwise seems to have none. Though I'm sure it's not the answer you're looking for.
