JFK would have never been able to pass a Civil Rights Bill with teeth like the ones LBJ did. The Civil Rights Bill was passed when the civil rights movement was still relatively peaceful and this might have set the tone for race relations since then. Had the Civil Rights Bill not been enacted for another ten years, it might have been passed due to a violent civil rights movement and extremism might have festered to a greater degree than it did. But maybe not . Did JFK's death ultimately result in better race relations?
