Nip it in the bud!
You could lay siege by cutting off the water supply and when the dastardly little devil is on its last stalk, call for negotiations! I'll bet the pet will be a green of a different color by then!
Be prepared to compromise though. Your subjects obviously have some valid complaints or the pet wouldn't have gained enough support to get your attention in the first place.

I have found that when my houseplants start to revolt, if I water them with ice cubes, it sends the message that I will not tolerate aberrant behavior. Chia pets are known to be a bit rowdy, so an occasional bit of misbehavior is normal. A day or two under the stairwell in the basement has proven effective as a deterrant for my chia pet. She usually has several months of great attitude after that. Try a plasic ziplock bag sometime too. What I usually do is put the plant in the bag, and use a vacuum cleaner to suck out all the air. Without carbon dioxide, the bad plant should get the idea you're quite serious. Good luck.

No real offense but the Chia is neither a PET, nor a valid plant.

I suggest put it outside and let nature take it back.
