depends on what stones you're looking for.
for sun stones, win the bug contest. you need 2, at the very least, one for sunkern, and one for an oddish's evolution
for moon stones, you go to mount moon, every monday, there's one to be had. it's east of the town with the rock gym in kanto, and west of the water gym.
for fire/water/leaf/thunder stones, you go to celadon department store in kanto, they are for sale.

If you finish Johto and reach Kanto, go to celadon dept. store or try picking up things.
