There are a number of programs that will allow you to do that. Microsoft Paint comes with Windows. Or if money is no object I recommend Adobe PhotoShop.

I don't get what are you exactly looking for. but there's microsoft paint which is a very simple image editor. there's google picasa, photoshop. and I also worked with paintshop. you can search and find some freeware or shareware programs in download.com

If you want a free program that's got lots of high-end capabilities, try the GIMP (GNU Image Manipulation Program) at http://www.gimp.org/

msPaint should be on your computer if it is a PC. I don't know what is on a Mac but there is something.
