...and messing with my garden? I caught one of them and smashed it to bits, but my neighbor acted like I stole his gnome and smashed instead of it running over and messing with my garden. Bear traps, maybe? Electric fence? Some guard fairies with pixie dust? What's the best way?

Gnome hunting regulations vary from region to region. Check your local laws. There may be a size limit as well. I'm pretty sure you can't bait them, so the pixie dust might be out.

Set up a surveillance video camera, and catch it on film, which you can send to America's Funniest Home Videos.

If this doesn't work, maybe write to the Travelocity Gnome, and tell him the neighbor's gnomes have Gnome Burnout Syndrome (symptoms include messing up gardens) and need a very LONG holiday overseas. Buy them each a little farewell gift.

I would install an electric fence. Just use a single wire set up at about a foot and a half in height. If that doesn't stop them get a paint-ball gun and shoot everyone of them that comes over. That way you can prove to your neighbor which ones are the trouble-makers.

Good-Luck and Happy Hunting!!

Surprise answer:

Stop smoking so much pot! It makes you paranoid and schizoid in large amounts, and you are hallucinating these little harmless gnomes into messing up your garden.

If you give up toking all the time, I guarantee you that the gnomes will start behaving themselves.

You have to turn the power off on your computer at least by 10:00PM. They are attracted by the electromagnetic domain caused by the motherboard. Fences and traps won't work. You have to eliminate the attraction.
