What kind of illustrations (ie: children's book illustrations) and clip art are considered in the "public domain"? How do I find out if a copyright has expired? If you take a bunch of non copyrighted clip art & illustrations and make a compilation is it a "new" piece of work and can it be resold for profit?

Anything over 100 years old is usually considered public domain. You would have to contact patents and copyright, through the government office.
