If you can hit other sites relatively quickly (say, Google or Yahoo), then, no, probably not.

It could be that the site you're trying to hit is on a slow/overworked connection to the 'net.

Yeah its always worth going to another cafe nearby...
The connection speed varies for different internet café so there will be a change in the speed.
Let me explain
suppose internet café A has 512Mbps line and got 10 computers connected to it and all computers are running.
internet café B has 256Mbps line and got 5 computers connected to it and only 2 members are using then internet café B 's page load time will be faster...
This is a example but for the internet to be fast there are several other parameters and settings to be checked...one of the thing that greatly hampers the speed is FIREWALLS...

yes would be very worth trying,because usually when there are lots of people downloading and doing other stuff that'll really eat up the bandwidth and the others will not be able to surf or do anything else because it'll be very slow, sometimes even the people who own the place download stuff!! it's not fair at all and i believe there should be some kind of firewalls who restrict speeds because each computer should get a specified speed or else someone will eat up all the speed.......

the administrator can turn off that firewall when there are not lots of people, but i believe most of them are so stupid to even think about anything like that, i have seen new internet cafes that actually have around 20 computers and 10 different modems connected to internet, every 2 computer haves it's own internet line... so yes trying another place which doesn't have many people would be the best

Well try viewing sites like google first and compare the speed with what you are viewing.
You may be sitting at a wrong terminal in a cafe so just change the terminal you are sitting at.
If nothing helps then go to a nearby cafe.

absolutely. why waste your time in such a sluggish internet connection. go out immediately if you are still there right now asking this question. just don't forget to continue read this answer if you can successfully find a more faster cafe...
