The INDUS VALLEY civilisation was one of the oldest civilisation which was very organized.
Their roads were at 90 degrees such that they get cleaned automattically as the wind blows.
They had a well developed underground sewage system.
Their granary, main townhall , the great Bath all were placed at a highh altitude from the river INDUS to avoid its flooding.
the common man lived down
On its outskirts were mostly outcast stations.
They had trade and also had seals to ensure efficiency.
They believed in GOD Pashupathy for their well-being.
They tried to recognize new animals as shown in one of the seals.(Rhino)
Their metallurgical skills were applaudable(Dancing girl)
They fancied jewellery, also men .
Theywere very good at pottery.
(They refers to the people of the civilisation)

Romans were easily the most organized. Their empire went far and wide and the had a system of government controlling all of their holdings. They also were the first to implement a sewer system which doens't sound like much until you consider the alternative, raw sewage exposed to drinking water etc and the resulting disease and germs spreading throughout a population.

Between the Romans, Egyptians, Greeks and Aztecs.
Aztecs and Romans were bloody though. Egyptians were dictators.

China most likely win on organization, because it is said their Civil Service was reason they clasped, they couldn't pay burden it placed on them.
