I think i'm going to write a tutorial on this topic because i've seen over three different questions related to yours. Most answer you will get is to use geocities or other sites of such. Normally to design a site you need two things steady, A host and A Wed-design program.

your host is a sort of space which you'll send the file/folder that you've designd offline so that everyone see's it online. A good webdesign program is Microsoft Frontpage.
Summary: You design the site in Frontpage offline and then send it to your host (internet)

search google on tutorials on how to make a site with microsoft frontpage.
Getting A Host: A Free subdomain would be a good start for you i.e www.you.netfirms.com. go to https://secure.netfirms.com/signup/us-en/signup-fs_domainlookup?hostingproduct=hostingbasic and choose netfirms subdomain. fill the forms and automatically you have a host up. Like i said search google for tutorials on designing and publishing a site with frontpage (its easy) contact me if you need any help .

There are several ways. I personally prefer to use notepad to type the XHTML code. You can also use an onlin program like yahoo, geocities or freewebs, these will easily create a website. If you're a bit of a PC pro, then use macromedia fireworks.

I recommend using an online program for a novice. Once this is done you will have your files. Name one of them index.htm if you use windows, and index.html if you use a mac, just a convention.

Then people accessing your space would be sent ot the index file, so make sure that the user can easily navigate through the page.

Go to Yahoo's geocities.com. You can get a site for free there. Plus they have a site making wizard that will you walk you through setting up a simple site in 15-20 minutes.

Once the site is up and running, then you can play around with their more advanced features, and start learning some HTML and other programming techniques. A year from now you will be a wiz at it.

well like the answer before you can go to www.geocities.com and make one online, but it is limited, if u want to make a website more professional you can work it on whatever program offline like frontpage, dreamweaver, i don't know what and then inside geocities u can upload it, check out my website it is on geocities:
