It depends on what they look like. If they are freaky you steer clear. If they look decent you smile maybe say hi.

If this happened to me, I'd just ignore him if it's unwanted by me. If this person continues to make me feel uncomfortable by winking more, I'd probably be quite blatant, walk over and tell them to stop. If again they didn't, I'd be saying so out loud hoping to divert the unwanted attention. Now if it were a cute / handsome guy, I might wink back or at least give a small smile, but I'm generally in my own little world due to work so I don't notice anyone giving me attention most of the time even when my friends tell me so.

It depends. If it's a guy, I'd give him a look letting him know that I'm not gay. If it's a girl I am not at all attracted to, I'd give her a look like I'm not into busted chicks, and if she's hot, I might smile. But as a general rule, winking to someone should only be done once you have established some level of understanding, if only through non-verbal cues (like he or she is flirting with you or looking your way). You are likely to offend someone who didn't "invite" the wink if you do.

i dont ride the bus but I'd probably ignore them or give them a little smile depending on my mood

i will probably smile and keep it going.but is she a girl you might want to start up a conversation.you never now what can develop from a bus ride.
