Go round the world count all the boats & there displacement, subtract that from the total sea volume & hey presto there is your answer. Just one question, Where the hell are you going to put all them boats

to think about it, it wouldn't actually drop, it will raise, because the boats will take some space in the water and causing it to move up wards. so there fore, the sea level would raise, don't believe me, try the simple formula in a cup of water your self,

A LOT, because you'd also have to take ships that have sunk over the years, and they're mostly made of wood, which absorbs a lot of water, yeah.
BESIDES, if the US government found no other use for the sea (you can't drink it and you can't use it to travel!) they probably would do the very American thing to do: "throw it away" =P
