I have no car, and am tired of being stuck indoors. I need some type of transportation other than a car.

Do a google search for scooters. You'll find numerous companies that offer mopeds and small scooters that don't require a lic. The problem is that they are restricted to less than 50cc, usually 35 mph top speed and are not allowed on many highways.
They come in 2 and 4 stroke models as well as electric. Electric have very limited range and 2 cycle usually require mixing oil with the gas, so are more trouble. If you need some range and reliability go with a small 4 stroke gas powered one.
Years ago there was a flood of mopeds (motorized bicycles) from Europe and Asia. I know there are Chinese made being imported. Check eBay and you'll find new ones for sale.

the best thing I have found is Wilderness electrice bike conversion kid. My mountin bike now does 28 mph
without peddleing it took 45 min to install and cost less then $400 i can ride it on the path and street with no license

Not that I know of, most states if it is over 49 cc in power you are required to have special license or some kind of training to ride it in traffic

it depends onthe laws of your state and depends on the engine size, check with your state DVM to be for sure
