I use a pre-emergent herbicide, like Preen, to control weeds. You must elliminate the existing weeds, then you just sprinkle this around your flower beds once every three months and no more weeds.
It works by making it where the seeds cannot germinate. Takes care of almost all nuisance plants and is very easy to use.

They have rolls of plastic, but you have to put the dirt on top. The weeds will still probably come in, however. My son tried a new product that is made out of rubber I believe. It is guaranteed to keep the weeds out. Check at the shops that specialize in garden supplies and ask them. This is rubber pieces I believe. He showed me a picture of it, they live in another state and it was in their gardens. It might be, that it would not be good for flowers however.
I always dig really deep, and you can put weed killer down first, then the plastic, they also have material with small holes for a flower garden. I would consult a garden supply shop, the ones that gardeners go to for their stuff.

Use Preen then put down your newspapers then your mulch that should take care of your weeds for a couple years.
Also A gardener in a gardening magazine said she always overcrowds her beds with flowers because if they are overcrowded the sun wont hit the soil therefore not reach the weeds to germinate them and i must say i have used this method also and it also works!!

8 or 9 layers of newspaper has successfully kept the weeds out of my beds. They attempt to crawl over the mulch, but are easily dealt with.....I see a green weed and I want to pull it out. (sung to an old Stones tune)

there's a black mesh that you can put down,poke holes to insert your plants,then when all plants are in cover with mulch,the mesh lets water in & keeps weed out..........happy gardening
