I'll be taking in my summer items around the end of Sept. Houseplants will come in depending on nighttime temps.

I'll be planting fall plants and spring bulbs 4-6 weeks before frost.

Don't wait until first frost to bring in any tender plants. If you're talking about bringing in summer decor, the frost doesn't matter, of course.
If you're planting for spring (fall bulbs and hardy perennials), October is your month for temperate growing zones. In 5B, we start doing fall bulbs in mid-October, perennials in the first couple of weeks of October. For larger plants, make sure to water and hit them with some root stimulator to help them get established before harsh weather gets going. If you're planting mums for fall color, now's your time. We've got huge mums all budded up and starting to pop bloom right now. Plant them today and have lots of color in the yard in a week or so.

anytime after the first frost wood be right to take in the summer and bring out the fall

In the south, we don't even think about it until Thanksgiving ! The plants stay out until mid or late Dec.

By the end of October. Can't do it now...I refuse to give in that summer is over.
