If you are the landlord and its your tenant, you can file a report with the police, but insurance won't pay, since you picked the tenant, (unless the tenant vacated and returned to vandalize).

If you're not the landlord, then no. However, you can bring it to your landlord's attention if he/she is unaware of the vandalism. If it was done to the property you are renting then you both may have to file a report, especially if you witnessed it happen. Otherwise, it's up to the landlord which route he/she wishes to take.

As a tenant renting a property I know it is in my lease that I am responsible for damage done to the property by the people listed in the lease and guests of mine. I know you certainly can have them charged with vandalism for purposeful malicious acts.

Yes you certainly can. You can also have your case heard in an open court, example: Judge Judy or Judge Brown. You can sue for treble the amount of damage. One caution however, is if the tenants caused the damage maliciously, they can retaliate after you have filed suit against them, so you might incorporate a restraining order against them for future damage or fear of life.

You can file a report but unless you personally saw the tenant do it or have reliable witnesses, you won't get much satisfaction.

You need to inform the landlord first and see how he/she wishes to pursue it. You can also file a police report if you wish but they will still need to contact the landlord to see if he/she wishes to pursue it further.
