If a girl how about a gift certificate for a mani/pedi. Or to get her hair cut somewhere nice. If a boy how about a girl of his own? LOL For either how about a gift card for a new DVD, CD, or video game. It's hard to say not know the age or if male or female.

I guess it would depend on the age of your best friend Last year I got my friend a suitcase full of books for her birthday b/c she lived in another country where they didn't speak english.

Pen down your true feelings for your friend on a nice greeting card and present it with a small bouquet of flowers....if possible gift him/ her something which your friend regularly uses...that will be the best...

I think you have to figure out your bestfriend's most wanted things for her birthday. But if it's over your budget, just wishing happy birthday and sending a surprise cake will be simply enough and sweet. ; )

Take them on a picnic, it needn't cost anything and you get to spend time with each other. take some music or a radio, a couple pillows and just chill in the sun for an afternoon!!
