The phrase is supposed to have originated in England in the 17th century when city streets were filthy and heavy rain would occasionally carry along dead animals.

The idea that seeing dead cats and dogs floating by in storms would cause people to coin this phrase is just about believable. People may not have actually thought the animals had come from the sky, but might have made up the phrase to suit the occasion.

they say ''it was raining cats n dogs'' cuz though, cats n dogs hav never fallen out of the sky FISH N FROGS HAV!!believe me they have--in 1939 in Townbridge ,England tiny frogs fell from the sky and in 2000 ,fish rained down on the residents in great yarmouth (England). This was probably becuz the frogs n the fish were sucked up by strong winds and carried in the clouds until they were dumped with rain.

Cats and dogs would often seek warmth on the roofs of homes. The heat from the fire would rise and keep them warm. When it rained, the thatched roofs would fall along with the cats and dogs.
