While Superman may be strong to take on most people he is still vulnerable to magic. The Spectre is probably the most powerful magical (and non magical) force in the DC Universe. During the events of Crisis on Infinite Earths the Spectre was the only person who could fight on equal terms with the Anti-Monitor.

For comics sales and recognition, Superman. Who would win would depend upon who's comic the story is written in. Superman would favour Superman, Spectre would favour Spectre. Superman is an icon and a flagship character for DC Comics. Who do you think is going to win in a marketing war? Duh. Spectre has great magical powers, Superman doesn't do too well against magic but can get around those situations. Therefore Superman wins due to outthinking the spectre and gets Spectre to realign himself in the correct side.

Spectre. Superman is vunlerable to magic.
Plus Spectre may be the most powerful of them all. He's held worlds apart.

While everyone says that the Man of Steel would win, it's actually quite the opposite. Superman is vulnerable to magic, and Spectre has that in spades, being one of DC's most , if not THE, most powerful magic slingers. Supes would go down for the count!
